 This data is recorded in a secure webaccessed database and used for generating payments through the mobile-phone based money transfer systems. A continual 3rd party monitoring program would need to be run to verify new cooker use, and not a relapse in to the old types of fuelwood/ charcoal stoves, at a sample selection of participating households. Local NGOs and local schools  (through a national curriculum on environmental impacts) will provide resources towards the on-going monitoring scheme. The project participants would also “self-police” each other to ensure compliance.

A simple reward system could be implemented to encourage confidential reporting of non-compliance (e.g., additional cell phone minutes given for reporting deceivers)
